After a brief presentation of the draft specification of MessageML, the topic of licensing with respect to CUSIP and other market data was discussed. Scott and Matthew indicated that there would probably not be licensing implications with respect to transactional use of CUSIPs, and that this was intended to address bulk distribution of the reference data indexed by these identifiers rather than use of the identifiers themselves. It was agreed that we will work towards a clear articulation of the ways in which these identifiers will be used in the Symphony context which would make it possible to have a clear statement from the licensors about the acceptable use of this data. It seems reasonable to hope that an agreement which clearly allows the users of Symphony to safely refer to these types of identifier while protecting the commercial interests of the licensors will be possible and we will work collectively towards this.
There was some discussion of the merits of defining sub-types of security entity for routing purposes and there was a suggestion that knowing what type of transaction was involved would help with resolving ticker symbols.
Suggested sub-types of fin.security were
- currency
- equity
- commodity
We discussed what specific collaborations might be actually implemented between members of this group and Doug suggested that Dow Jones would be able to originate messages containing news headlines with embedded references to ISINs and tickers.
Emmett took an action to discuss other use cases with James for the next meeting.
