Search proposal and approvals/next steps

Team agreed to remove "search_type" from the proposal (was never published). 

Agreed that the value can define the search criteria through implementation definition such as regex formats. 

Agreed to add POST search endpoint with Application model as body input.  The idea is to provide a search endpoint to support extensibility.   All populated Application model attributes submitted can be searchable through specific implementation.  

Other endpoints should be evaluated after this proposal, such as GraphQL.
