3. Include "Infrastructure Setup" page below "Project-Level Processes" of "Community Handbook", linked from the "Adding a New Repository to your Project" page (as "next step"). This page will guide a lead/chair throughout the initial setup (if/when/how to "apply" for infrastructure elements), with links towards ODP pages, where technical details are reported (ie, how to setup a page on the Wiki, or how to configure GitHub Pages)
