Define ODP requirement actors (ODP WG, DX WG, FDX PMC, others) and operations (gathering, validation, prioritization, design and delivery) - where do we draw the line between DX and ODP WGs?

DX working group, for now a bucket of best practices across programs, waiting for more participation. 1 mailing, no recurrent meeting, but ad-hoc focus calls.
