Any ESCo member may respond to a vote, however only responses from the ESCo Project Leads initially count, unless there is a tied vote (as per bylaws §6.2c). In the event of a tie, and assuming there are at least 10 seated ESCo members across all classes leads and advisors (as per bylaws §6.2c), a re-vote occurs where ESCo Advisor votes are also counted. Re-votes always take place via email.
